The GEF, replenished in 2006 for $3.13 billion, is undergoing an institutional sea change. In December 2006, new CEO and Chairperson Monique Barbut announced a sweeping Sustainability Compact to create a revitalized GEF which is strategic, innovative, equitable, accessible and focused.

On April 2, 2007, at a GEF Sub-regional Workshop for countries in East and South East Asia, CEO Barbut outlined the current actions the GEF Secretariat has taken with partners to achieve the Compact goals through a series of global institutional changes.
