Burkina Faso GEF National Dialogue

January 15, 2008 to January 17, 2008

 

 

The Burkina Faso GEF Dialogue took place over a period of 3 days (including 2 days of national consultations and a field visit to a GEF/World Bank project site).  It convened approximately 90 participants representing central government, regional administrations, local collectivities, NGOs, CBOs, research and academic institutions, partner agencies and donors, GEF projects, GEFSec and GEF Agencies.

The planning and organization of the Dialogue served to build capacity, facilitate information and knowledge exchange, and promote coordination around GEF-related matters, for the Ministry of Environment and Quality of Life, the Permanent Secretariat of the National Council on Environment and Sustainable Development, other line ministries, regional and local administrations, as well as for the local GEF Agency offices and other donor agencies.

The key outputs achieved by the Burkina Faso GEF Dialogue included the following:

  • It facilitated a dialogue with recently empowered regional administrations and local collectivities on global environment issues and their integration into planning and management at the local level in view of the recent law on devolution of environmental governance to the local level. 
  • It raised awareness about the GEF and its focal areas among a broad array of national stakeholders - including regional and local government bodies - and facilitated a discussion on synergies and linkages among GEF focal areas of biodiversity, land degradation, international waters, climate change and POPS. 
  • It led to the discussion and refinement of local and regional environmental concerns and priorities within the context of existing programmes such as the Country Pilot Partnership (CPP) on Land Degradation, as well as identification of capacity gaps and opportunities for future partnerships. 
  • It resulted in a commitment to establish a follow up mechanism to coordinate among key actors at the regional and central level and implement actions to strengthen oversight and review of the GEF portfolio and pipeline as well as steps to strengthen capacity of regional and local administrations for environmental governance.
