Eco-Transport in City Clusters: Model Development & Pilots

GEF Grant: USD / Co-financing: USD The objective of the project is to assist the Government of China in enhancing transport efficiency, energy saving and CO2 emission reduction through promoting and demonstrating multi-modal transport integration in city clusters. As a pilot demonstration, the project includes the construction of two multi-modal passenger terminals using smart transport management systems.
Part of the project concept had been inconsistent with the PIF, resulting in low cost-effectiveness. We have discussed cost-effectiveness a number of times and they have improved it by reviving innovative parts included in PIF. Now the GEF support is expected to reduce 734,521 tCO2 directly and the cost-effectiveness is $6.5 per tCO2. As for of indirect emission reduction based on the project output, the cost-effectiveness is $0.13 per tCO2.
It is not expected that the Agency (the World Bank) will cofinance this project. But with the past experiences in China and in transport, it can be evaluated that the Agency still has comparative advantages.
The project implementation starting date is scheduled for February 1st, 2012; the elapsed time between CEO endorsement and the start of project implementation is approximately two months. |
