The Journey to Rio+20: Gathering Evidence on Expectations for the GEF

 

At its June 2011 meeting the Global Environment Facility (GEF) Council asked the Evaluation Office to review the extent to which the GEF has met the expectations on which it was created on the eve of the Rio 1992 Earth Summit. While many of the founding basis and expectations of the GEF were codified into tangible goals in the GEF Instrument with the mandate to finance the incremental costs of global environmental benefits in developing countries, some others remained as whispers and shouts heard in the hallways of GEF meetings in the subsequent years. The evaluative evidence from the Office’s four overall performance studies (OPS) forms the basis for examining the GEF response to the 1992 Rio Earth Summit expectations.
