This building efficiency project focuses on reducing GHG emissions by improving energy management and reducing energy consumption in residential sector in Turkmenistan. The project will have 5 components:

1) Energy Efficient Building Codes and supporting capacity strengthening, with emphasizes on requirements for existing buildings and enforcement of the current code.
2) Demand side management: partnership with Turkmengas to install flow gas meters as well as to analyze the data collected, with the ultimate purpose of identifying cost-effective means for reducing energy consumption in the residential sector.
3) Improved design measures for major residential consumers. Pilot on 3 new constructions and 3 existing buildings.
4) Replication through partnerships with other developers and support for policies that encourage energy efficiency. At least 25 buildings will apply the new protocols developed through the project.
5) Project management.

The project is estimated to avoid direct emissions of 203 ktonnes CO2e and indirect emissions ranging from 1,014 ktonnes to 1,423 ktonnes.

The project will be coordinated with Green Buildings activities undertaken by UNDP-GEF and with other UNDP-GEF efficient buildings projects in the region. It will also communicate with UNEP's Sustainable Buildings and Climate Initiatives. The project will maintain regular communication with the EU-funded Inogate project entitled Energy Savings in Buildings.
