This project is part of the programmatic framework Promoting Low Greenhouse Gas Emissions in Buildings.

This project will reduce the energy consumption and GHG emissions by introducing new performance based building design and construction standards for residential buildings. Energy consumption of new buildings will be cut by at least 70% compared to the existing building stock constructed before 1993 and by 40% compared to the buildings erected in accordance with the current construction norms and thermal standards in place.

The project consists of four components.

1. Creating an enabling legal and regulatory framework for the adoption and implementation of new energy efficient construction norms

2. Building the local expert capacity for the implementation of new EE building codes and standards TA

3. Implementation of new EE building demonstration projects.

4. Outreach, dissemination, monitoring and evaluation.

Component 3 has a significant investment of $25.96 million, with $2.4 million from GEF and $23.56 million provided by co-financing.

The combined direct and indirect global benefits of the project resulting from the new regulations and foreseen investment support have been assessed at 6.2 million tons of CO2eq. With a GEF funding request of US$ 4.5 million, this corresponds to abatement costs of about US$ 0.7 per tonne of CO2 reduced.
