The project addresses one of the top priorities of the country NIP relating to the management and disposal of PCB and PCB containing equipment. The project aims at safeguarding 3000 tons of PCB oils and 5000 tons of PCB contaminated equipment and will help establish one pilot PCB demonstration unit. It is planned that 1000 tons of PCB oils and 500 tons of PCB equipment will be disposed of under this pilot.
The project will design and implement an environmental sound management system of PCB and PCB containing equipment through a revised legal framework, including specific regulations addressing PCBs, training of government officials and other stakeholders, development of guidelines for the identification and labeling of electrical equipment and good maintenance practices, launching of a public awareness campaign for sound management of PCBs.
The project will identify and enhance possible interim storages, identify and upgrade laboratories for PCB testing and develop a national PCB management plan. It will strengthen the Nigerian Government’s ability to monitor, control and ultimately phase out the use of PCB in electrical equipment.
The Federal Ministry of Environment of Nigeria will commit up to $ 12, 200, 000 for the duration of the project. The Power Holding Company of Nigeria, main PCB holder of the country is also committed to work with the World Bank and the GoN towards the successful implementation of the project.
