| Description | The goal of this pilot project is to enable a significant number of countries through capacity building to prepare for Stage II adaptation in the context of non-Annex I National Communications, as envisaged by Articles 4.1 (b) (d) (e) of the UNFCCC and Decision 2/CP.4. The objectives of the project are to develop an adaptation policy framework and to prepare national adaptation strategies for a few priority sectors that can be integrated into sustainable development plans of the participating countries. The outputs of the project, Stage II adaptation strategies may be used for preparing second National Communications. |
| Implementation Status | The Capacity Building Stage II – Adaptation to Climate Change for Central America, Mexico and Cuba Project is in its final stage and is in preparation for the integration of results obtained from the Actual Vulnerability, Future Vulnerability Studies and the adaptation measures that were identified. For this purpose and as part of the technical assistance, a consultant was contracted for three (3) months (August – October), for resolving, among many aspects, the inconveniences of the approach and integration of the results obtained from the countries and the generation of adaptation strategies. Revisions and technical analysis were conducted for countries with different levels of advancement, such as Guatemala, Honduras, Costa Rica, Nicaragua and Panama through telephone conferences and exchanges of electronic information. Working guidelines were generated to ensure the progress of each country. To date, continuous direct support is offered to those countries that require assistance. The above outlined activities were broached and discussed in the workshop that took place at the end of October in Panama; in addition, the subjects of formats for the final reports, dissemination of results, upcoming activities for the closing and presentation of Regional final results were discussed. In terms of material that has been generated; these are available on the following website: www.cathalac/adaptacion.org Despite the advancement of this Regional project, some countries such as Honduras face inconveniences in the contracting of consultants. On administrative terms, due to the project’s extension, the work plan was also extended for the administrative and closure processes. On the other hand, the Monitoring and Evaluation (M&E) process reveals an overall 81% project progress in the countries up until 30 November 2006. This M&E information is captured on Verification of Indicators, Product – Activities, Lessons Learned and Creation of National Capacities Inventories Matrixes. |
