| Description | The Philippine Efficient Lighting Market Transformation Project is intended to address the barriers to widespread utilization of energy efficient lighting (EEL) systems in the Philippines. It is aimed at contributing to the realization of the country’s sustainable development objectives and its goal in reducing GHG emissions in the energy sector. It will specifically focus on the promotion of energy efficient version of linear fluorescent lamps (i.e., slim tube T8 triphosphor), CFLs, high intensity discharge lamps, ballasts (low loss electromagnetic and electronic), and luminaries. The project will accelerate integration of EEL promotion programs in the energy conservation and energy efficiency programs of the Philippines’ Department of Energy, enhance private sector’s involvement and appreciation of the benefits of EELs, and ensure that environmental impacts associated with the widespread use of EELs are mitigated. The objective of the project is to remove remaining technical and market barriers to the accelerated introduction and large-scale promotion of energy-efficient fluorescent lighting systems in the Philippines. |
| Implementation Status | Accelerated implementation of ongoing and new service contracts and TAs, and project promotions. Component-wise: (1) submitted Palit-Ilaw (Lamp Exchange) Administrative Order directing EELs use in all government agencies signed by President Gloria M. Arroyo; completed draft report on lamp warranty and guidelines on ecolabelling of fluorescent lamps and CFLs under review by BTRCP and ecolabelling board, respectively; (2) facilitated construction of Goniophotometer; commenced IE for lamp ballast and fixture manufacturing subcontract; bidded ISO/IEC 17025 subcontract; facilitated 2nd lighting industry meeting; submitted MOA on Lighting Monitoring Program to DOE Legal Services for review; set mechanics for CDO LGU and CEPALCO streetlighting applications study;(3) participated in/presented PELMATP in various fora; completed training module under review/for comments by academia; printed updated info leaflets; commenced website updating; (4) conducted micro-financing subcontract pre-bid; closed-out ESCO Specialist subcontract; forwarded ESCO applications TOR to UNDP-DSSC for procurement; (5) completed policy study on lamp waste management for EMB review; (6) prepared QW&FP and FACE held 12th TWG meeting; cleared resigned SRS; extended contracts of PMO staff. |
