DescriptionThe PDF will identify, evaluate and design meaningful avenues to reduce/remove financial, institutional, technical and human resources barriers related to renewable energy based off-grid rural electrification. The overall objective is to reduce Greenhouse Gas Emissions (GHG) by promoting the use of decentralized renewable energy systems in areas isolated from the National Interconnected System (SNI) of Costa Rica. The project will help remove existing barriers that prevent the utilization of renewable energy sources in remote rural areas that are inaccessible through conventional grid extensions. This will be achieved in two phases. Phase I will focus on the creation of a systematic approach within the Costa Rican energy sector to rural electrification with renewable energy. This will include the creation of an institutional, financial, and regulatory environment supportive of renewable energy. Phase II will focus on the implementation of this approach by including renewable energy projects within the national initiative to reach all Costa Rican households with modern sources of electricity. As a result, it is expected that 329 communities will receive electricity through either micro-hydro or photovoltaic systems, reducing CO2 emissions by estimated 210 thousand tons over the project lifetime.
Implementation StatusJan-March 2007: In the first quarter of this year we are working in the development of the consultancies. The subcontract No. 4: Evaluation of financial and bidding schemes was finished. The consultant is working in the subcontract 1 “Legislation revision and introduction of changes”. The process of selection of consultants for the subcontract No. 6 “Re-assessment of the PDF-B portfolio and feasibility studies for 313 sites “(renamed “Methodology for the evaluation of the options of rural electricity with Renewable Energy (Projects Portfolio)” and Subcontract No. 2 “Standardization of information and development of regional information network and website” are being carried out. In addition, the unit has been working in the determination of the sites that will not have electricity. A geography professional to support this activity was hired. The terms of reference of the subcontract No. 3 “Launching of a nation-wide dissemination campaign and conduction of promotional workshops” were elaborated and the process of selection will be carry out in the second semester of this year. All these consultancies are based on the terms of reference presented in the project document.
