| Description | The overall objectives of this demonstration project on biosafety is to provide support to strengthen capacity building for the implementation of national biosafety framework in compliance with the obligations of the Cartagena Protocol. Four areas of capacity building needs were identified through the first phase pilot project on biosafety:1) strengthening the institutions serving as centers of excellence/expertise and reference laboratories for LMOs monitoring, 2) training, 3) increase in public awareness on GMO matters, including media and NGOs, 4) development of information resources. Specific objectives are as follows: a) support the national infrastructure needed for LMOs risk assessment and monitoring; b) strengthen capacity building by training trainers, particularly in the areas of: risk assessment and risk management testing and monitoring legal issues: intellectual Property Rights and commercial issues institutional set ups; c) Strengthen information system and enhance public awareness, including media and NGO. |
| Implementation Status | The project concluded operationally in June 2005, with the completion of all planned project activities. However, because of remaining financial and reporting requirements like audit report, etc., it officially closed in August 2005. A project closure workshop was held in June 2005, with participation from all partners of the project. A Biosafety Database System linked to the BCH central portal of the SCBD was established and would be moved to the Ministry of Environment (MOE) after the project is over. The MOE would be responsible for the maintenance and update of the database. Results of a second public opinion poll on biotechnology and biosafety were analyzed and would be published in ‘European Biotechnology News’. Best practices and lessons learned were documented in Polish and disseminated. It is noteworthy that Poland is the first of the eight demonstration countries to complete the implementation of NBF project. The project was completed within the three-year period set for project execution. This is a most commendable achievement. |
