| Description | This proposal presents a general panorama of the medium and long-term elements of a national plan for the implementation of the Cartagena Protocol, with discrete, strategic GEF interventions taking place in the context of a longer-term national effort. Mexico will be responsible for biosafety as an integral part of the national strategy to protect the environemnt without affecting public health. |
| Implementation Status | Project 2285: Mexico Biosafety: Status at 7 April 2005 Have they enacted domestic legislation/ regulations to give effect to provisions of the Protocol? Yes, there is a Mexican biosafety law and also Mexican regulations at least for health, agriculture and environment sectors Do they have institutional arrangements at the local level for the purpose of the Protocol? There is an inter secretariat commission for biosafety and genetically modified organisms. There are also specialized technical committees the themes of health, environment and phytosanitary. Have they completed draft biosafety frameworks? There are at least two risk assessment frameworks for agriculture and environment and one risk mitigation framework in the environment sector. Have they started to implement their biosafety frameworks? Mexico established a national laboratory to detect GMO and there is an intersectoral database containing past records and current information on GMO. They have created an experts roster of the various biosafety aspects as part of the Clearinghouse Mechanism, which is also a product of the Mexican project. |
