ELI legacy plan developed, China Certification Center for Energy Conservation Products (CECP) developed business plan to sustain ELI quality mark. Legacy integrates GEF China Green Lights Program certification with global ELI certification through collaboration with CECP. Execution commences late 2004, pending GEF approval. ELI Legacy designed as self-sustaining from combination of lighting industry fees and donor support. ELI M&E program continues to be executed; country program process evaluations in all 7 countries completed.
