| Description | The primary objective of the Fiji NCSA is to carry out an assessment of local capacity to address global and national environmental issues and concerns, and to develop a plan for implementation of key activities to achieve capacity building needs as identified through the assessment, particularly those relating to the CBD, UNFCCC and UNCCD. This will be achieved through a series of internal self-assessments to be carried out by the stakeholders themselves to assess the extent of current capacity to meet their respective environmental responsibilities and to determine future needs. The aim is to catalyze domestic and externally assisted action to meet Fiji’s needs and priorities in a well-coordinated and planned manner. The NCSA will build on the experience of previous and existing capacity building work such as the NEMS, the NBSAP, the PEIN, POPs NIP, and the Climate Change Enabling Activity and will as much as possible, endeavor to consolidate and integrate capacity building activities that have been identified and implemented under these projects into the NCSA process. |
| Implementation Status | The Fiji NCSA has not commence implementation yet. As the Ministry of Finance now wants all funds to go through the Government of Fiji Consolidated account. However, because the Dept. of Environment had not included these funds in their 2003 budget, they cannot handle the transaction. We are currently exploring with the Finance Ministry how we can get the funds to the Department of Environment. I have stressed the importance of commencing this activity as soon as possible and am following up to try to resolve the matter. |
