| Description | The overall objective of this project is to assist Romania in reducing the long-term growth of GHG emissions from heat and power generation plants and from consumption of fossil fuel sources in the main sectors of energy demand. The project will assist in developing self-sustaining national capability for the continuous improvement of energy efficiency. This objective is in line with the national strategy proposed by the Government for the reduction of GHG emissions. It is also consistent with the Government policies to improve energy efficiency, sustain economic development and the move towards a market-oriented economy. |
| Implementation Status | The initial project, ROM/98/G31 signed in September 1998, was under national execution by ARCE (Romanian Agency for Energy Conservation - Ministry of Industry and Trade). Due to the fact that ARCE has not obtained juridical authority, as the Government during the designing phase planned it, the execution modality had to be changed. Therefore, a new project document was signed on 27.09.2000 to reflect the change of the executing agency from ARCE to UNOPS, while the use of the former project arrangement and project symbol is to be discontinued. Early February 2001, Ms. Susan Legro, from UNDP/GEF, and Ms. Sylvia Schollbrock, from UNOPS, visited Romania in a start-up mission during which the implementation arrangements were finalized in consultation with ARCE. ARCE, under the new structure of the Ministry of Industry and Resources since the end of 2000, remains the local implementation partner and one of the main beneficiaries of the project. According to the schedule established during this mission, the CTA is expected to be fielded by May. Meanwhile, UNDP CO Romania continues with preparatory activities, in coordination with ARCE and the Ministry, to have the National Project Director and other counterpart personnel appointed. The first TPR Meeting is currently scheduled to take place in October or November this review and decide on necessary amendments due to changes in the institutional set-up following the November 2000 elections and establishment of a new Government. |
