| Implementation Status | In Dar es Salaam during FY 07, the complete operational plan for all 21 kilometers has been completed by Logit. . This work was initiated and completed in FY 07 and the Final Report was delivered to the Government at the end of May. During this period, the fare collection system was finalized, including technology, payment methodology and process, and how it would be operationalized. Both the operational and financial plans were presented to stakeholders. Based on that, ITDP created an investor’s document, a smaller document combining the business plan with the operational plan, was created to use to attract private investment and market the system. The draft legal contracts for private operations have been submitted but the documents were unacceptable and have been sent back to Deloitte to be redone. ITDP was also requested to provide a technical assistance in the operational plan due to a decision to integrate buses from the old system. ITDP provided training courses to TransCaribe’s staff. The TransCaribe project has had so many delays due to different factors, change of mayors with different commitments to the project. In October 2007, there will be local elections, including in Cartagena. This may translate in another disruption of the work while the new authorities take place and the new directors are appointed.
