| Description | The proposal is targeted at overcoming barriers to increased energy efficiency and the associated reduction in GHG emissions, by focused, practical subprojects, organised into three elements: national capacity building; supporting demonstrations; and project management. The main barriers are: limited experience in incorporating energy efficiency considerations into private and public decision-making; little experience in developing and implementing energy efficiency programmes; uncertainty regarding the energy and economic savings that can be expected from different energy products and programmes; and an undeveloped infrastructure, including the institutions and individuals needed to deliver the technical, managerial and financial services required by an energy-efficient society. |
| Implementation Status | 5 Municipal Energy Efficiency Offices established and equipped; Preparation of the second training course for Municipal experts is under way, including the development of the detailed information data base for the municipalities included; Implementation of phase 1 of the street lighting demonstration project continues. Tender and selection of subcontractor for delivery of lamps and fixtures for the central square of Gabrovo completed; The working group for the development of recommendations to the legal framework concerning ownership over the street lighting systems and tariffs for street lighting is near to completion of its task; Application for funding of the District Heating demonstration project from the National Environmental Fund was presented to the Ministry of Environment and Water; Review and analysis of the results achieved in the building retrofit projects was done with the support of an international consultant. New selection process of industrial facility for a demonstration is in progress; Forthcoming event: Third Annual Conference of the Municipal Energy Efficiency Network EcoEnergy to be held in Sofia on April 9-11, 2001. |
