| Description | The project will enable Brazil to meet its reporting obligations under the Framework Convention on Climate Change, leading to their National Communication as required under Article 12. |
| Implementation Status | The project has finalized activities. The conclusion of the first draft of the Brazilian National Communication is scheduled for the first quarter of 2002. All the reports to be used as a basis for the preparation of the inventory have been completed. Six of them have already been reviewed, edited and translated into English and Spanish. The project is about to finish four additional reports and expect to have finished editing and translating them into English and Spanish by the end of September. Five reports remain to be edited and translated. The current delay in the preparation of the first draft of the National Communication is due to the fact that the last technical reports presented to this Ministry relative to the Brazilian inventory of greenhouse gas emissions from land-use change and forestry, the inventory of emissions from soil carbon, the inventory of emissions from prescribed burning of savannas, and the inventory of methane emissions from hydroelectric power plants are being revised by the institutions responsible for their elaboration, in view of the complexity and the pioneering character of such studies. Such reports are fundamentally important for the conclusion of the Brazilian inventory of greenhouse gas emissions and, consequently, the First Brazilian National Communication. The scheduled date for the end of the processes of review, editing and translation into English and Spanish is December 2001. The submission of the Brazilian National Communication to the UNFCCC Secretariat is scheduled for the second quarter of 2002 but could be anticipated. The end of project BRA/95/G31, which followed the extinction of all the financial resources available, made the timely conclusion of the reports more difficult, since the project had to adequate the staff to the existing resources from the Advance Brazil Program, with the dismissal of two technicians from the team. Moreover, the small team is also actively participating in the negotiations under the Convention on Climate Change. The lack of resources resulting from the end of the project and the extension of the work for a longer period than previously planned necessarily implies additional delays, as they will have to follow procedures defined under the Advance Brazil Program, as well as depend on the help of participating institutions. |
