| Description | The BSEP has three primary objectives: to strengthen and create regional capacities for managing the Black Sea ecosystem; to develop and implement an appropriate policy and legal framework for the assessment, control and prevention of pollution and the maintenance and enhancement of biodiversity, and to facilitate the preparation of sound environmental investments. Activities are funded with associated contributions from the European Union's PHARE and TACIS programmes as well as bilateral contributions from Canada, the Netherlands, Switzerland and France. |
| Implementation Status | The Black Sea Environmental Programme (BSEP) was established in September 1993. By early 1994, a Programme Coordination Unit had been established in Istanbul and a workplan agreed by National Coordinators (Ministers of the Environment, or their Deputies). During this period, preparatory activities for the implementation of the Convention for the Protection of the Black Sea against Pollution were undertaken. In addition, the BSEP has been assisting the Governments with water monitoring and communication as well as NGO activities. The project was operationally completed on 30 August, 1996 and evaluated in November 1996. |
