| Description | The project will conserve an ecological corridor along the northwest Black Sea shelf in Ukraine. Conservation and sustainable use objectives will be achieved by coordinated activities inside and outside of protected areas including: protected area planning, land management compatible with biodiversity objectives in agricultural landscapes, strengthening of governmental agencies and NGOs in biodiversity management and education, and improved international cooperation. |
| Implementation Status | 09.08.2005 EXPLANATION FOR CANCELLATION: In view of continued management and technical problems impeding the implementation of the project, and the insufficient corrective action taken by the Recipient to overcome these problems, the project was cancelled by the World Bank. More specifically, it was noted that after more than two years (project mid point) only 10% of the grant had been disbursed; the Ministry of Environment (Implementing Unit) failed to hire key technical staff for the PIU, and to sign procurement contracts essential for the implementation of the project, as recommended by the Bank in all the supervision missions. The absence of credible efforts to address the underlying causes of the delay prevented the project from achieving visible results on the ground. The undisbursed amount is more than the amount of GEF allocation due to currency fluctuation. The project is currently being appraised and is expected to receive management approval within this fiscal year. Appraisals of all Bank projects in Ukraine were put on hold for about 11/2 years pending better agreement between the Bank and the government on a more effective mechanisms of cooperation, and pending better signals that their parliament procedure for ratification of international grants and loans would be effected.. Other international donor grants were also rejected by parliament during this period for presumably political reasons. With a new government in place since spring, 2000 - the country Director has decided to lift this freeze on appraisals for at least the GEF Biodiversity project, and thus the project is now moving forward. A Pre-appraisal mission was recently undertaken during September. The PAD will be discussed at the Bank Decision Package Review Meeting on 2/14/01. Project processing schedule is as follows: Appraisal on 2/16/01; Negotiation on 3/6/01; and Effectiveness is projected for 7/01/01. |
