| Description | The objective of this project is to assist the Azerbaijan Republic in the rapid phase-out of ODS consistent with the international efforts in this direction. The project will assist the Azerbaijan Republic in meeting its phase-out obligations under the Montreal Protocol within a realistic time frame and ensure availability of technical assistance to expedite the implementation of the country programme. The project targets priority ODS phase-out activities in the refrigeration and halon sectors and also proposes modest technical assistance at the institutional and enterprise levels to facilitate implementation of the country programme. The project is formulated as a framework project, comprising of two enterprise-specific technology conversion sub-projects in Refrigeration, one sub-project in Halons, one Recovery and Recycling sub-project for Refrigerants and two technical assistance and training components. The project is designed in full conformity with relevant GEF policies on cost-effectiveness, exports, ownership, retro-active financing, operational costs and financial viability as per requirements of the GEF Operational Strategy. |
| Implementation Status | IS project: completed in June 2002 and terminal report submitted to UNEP in June 2002. Train the Trainers: Phase 1 of Training Project completed in 2000: 90 technicians trained (vs. 25 as planned in prodoc), training modules prepared by NOU Coordinator and NOU Assistant Officer; UNEP's Training Manual on "Good practices in Refrigeration" was translated to Azeri and given to every participant. Phase II training of the rest of the service technicians carried out in 2000-2001. 1011 specialists were trained and certified. Training workshops for customs officers held in May 2001 in Baku with 250 participants. Follow-up: Most of the customs officers have not yet been trained. Although all the original deliverables have been completed in accordance with the work plans as set out in the project documents, there remains a long list of outstanding items for which financial assistance is needed. Azerbaijan has appealed for assistance to the 34th Implementation Committee of the Montreal Protocol, GEF and UNEP, for assistance in completing the work started and tackling increase in CFC consumption. |
