| Description | Although baseline activities are on-going in both the Lebanese Republic and the Palestinian Authority to update existing building codes and improve end-use energy efficiency, these activities do not address barriers hindering the inclusion of energy codes in the available building codes or construction of energy efficient buildings. The project will add on the existing activities and will provide the stakeholders with needed support to establish cost-effective energy codes in buildings. Governmental participation will be a requirement to transform codes and guidelines to standards, which in turn trained professionals in design and construction must be familiar with in order to apply them in their work. In addition, public awareness will be needed to activate market demand, as well as provide economic incentive scenarios in order to overcome increases in construction cost. |
| Implementation Status | Lebanese component: Completion of the Climatic Zoning Study, the Energy Analysis and Economic Feasibility Study, the Thermal Standard for Buildings, the technical Guide, the Software tool etc. Preparation of publications, CDs, Brochures, etc. and organization of final workshops, Coordination and consultation with national stakeholders in order to institute project sustainability and to promote the ownership of project outputs Undertaking final information dissemination and capacity building workshops and effecting final project evaluation Planned activities: Fulfillment of final evaluation recommendations and terminal project report. Palestinian Component: This project was operationally completed in December 2004. 1.The 3000 copies of the Code and the 2500 copies of the Guidelines have been distributed to relevant parties, mainly municipalities and local government institutions. 2.The MLG follows up the legal process to enforce the adoption of the Code. 3. The comprehensive training program on the use of the Code and Guidelines as well as the energy simulation software for local engineers (mechanical, civil and architectural engineers) and professionals of the sector in the Palestinian Territories continued with the support of UNDP/PAPP until May 2005. |
