| Description | The Project will support the Government’s efforts to deepen pro-competition reforms in the telecommunications and electricity sectors, implement policies that will extend these services to the poor in rural areas as well as communication services for small and micro businesses, and adopt programs that foster efficient use of energy and use of RET for rural electrification. The overall project will have the following six major components: (a) Strengthening legal, regulatory and institutional framework; (b) Promotion of competition and private investment; (c) Service extension in rural and peri-urban areas, including off grid electrification with GEF financing; (d) Enhancement of energy efficiency with GEF financing; (e) Development of communications and information activities; and (f) Project coordination and management. |
| Implementation Status | The project implementation is satisfactory. There has been a noteworthy improvement in project implementation and loan disbursements pace since the project mid-term review in September 2004. A detailed procurement plan and disbursement projections were reviewed and agreed upon by the mission, which show that there are reasonable prospects for the loan and GEF Grant to be fully disbursed and project development objectives overall to be met, by loan/grant closing date on June 30, 2006. However, this will require: (a) continued strong efforts and excellent coordination by CONAM and the six implementing agencies; and (b) intensive supervision by a multi-sector Bank team, with allocation of sufficient funds from BB and BBGEF. |
