Lily has joined the GEF as a Sr. Operations Officer in 2003. Her work focuses on GEF project operations and project cyle. Among other things, she supervises the preparation of GEF Work Programs and coordinates closely on all operational matters with focal area teams within GEFSEC and counterparts in the GEF Agencies.

Prior to joining the Secretariat, Lily worked as a task team leader for many World Bank environment and industrial projects in Asia. Her more than 25 years of experience expands from Bank lending to capital market transactions, having launched several borrowing operations for the Bank.

Lily is a CPA from the Philippines, received an Advanced Certificate in Economics from the University of Munich, Germany and a PhD in Economics from the George Washington University. She is also a Bank accredited Financial Management Specialist and have co-authored several papers on creditworthiness of LDCs published in the Journal of Policy Modelling and in a book published by North-Holland: "The Protectionist Threat to World Welfare".
