David Rodgers, a US national who joined The Climate and Chemicals team on August 25 as a Senior Energy Specialist with a portfolio emphasizing energy efficiency, renewable energy, and other clean energy projects and programs. Prior to joining the GEF, David served with the United States Department of Energy in Washington, DC, for 20 years. During his career at the Department of Energy, David has had extensive technical and managerial experience with regulatory development, research and development, deployment and commercialization, partnership development, business systems, and planning and analysis. David has received degrees in chemical engineering and computer science from Washington University in St. Louis, and a Masters in public management from the University of Maryland. He is a former Presidential Management Fellow. In the private sector, David has experience in the chemical, petroleum, and information technology sectors. At the Department of Energy, David's assignments and managerial responsibilities have been extensive. From February 2009 through August 2010, he served as Director of Strategic Planning and Analysis for the Office of Energy Efficiency and Renewable Energy. He also served as the U.S. Government Representative on the Executive Committee of the International Partnership for Energy Efficiency Cooperation. From April 2007 through February 2009, David was Deputy Assistant Secretary for Energy Efficiency within the Office of Energy Efficiency and Renewable Energy. He was the first person to hold this newly created position. From July 2006 through April 2007, David served as Acting Deputy Assistant Secretary for Technology Development, with responsibilities for all energy efficiency and renewable energy RD&D programs at the Department of Energy. From July 2005 through July 2006, David served as the Program Manager for the Building Technologies Program. From December 2004 through June 2005, he served as Acting Program Manager for the Industrial Technologies Program. He served for three years as Senior Advisor to the Deputy Assistant Secretary for Technology Development in EERE. From 1996 through 2002, David served as the Director of the Office of Technology Utilization within the Office of Transportation Technologies.
