The project will provide asssistance to stimulate accelerated conversion of CFC-based, and other energy inefficient chillers to new and more energy efficient technology through the provision of financial incentives and a robust policy framework thereby addressing well-documented techno-economic barriers and overcoming market barriers to improved energy efficiency. National capacity for carbon finance intermediation will be built through the project to enable a permanent transformation of the chiller market. The breadth of transformation and the sustainability of project outcomes will be augmented with carbon finance revenues.
