Direct Access for Enabling Activities to prepare Convention Reports

GEF finance Enabling Activities to prepare Convention Reports. For countries that opt to apply for grants from the GEF Secretariat, a national entity must submit a proposal to the GEF Secretariat, which will enter into a grant agreement with the designated national entity in the recipient country for the provision of resources for the preparation of the Convention Report. The final output of this exercise will be a Convention Report that the country will submit to the relevant convention. 


Direct Access for Biodiversity Enabling Activities

All recipient countries will have access to GEF resources, up to US$500,000 to prepare national biodiversity and biosafety reports, revise national biodiversity strategies, and undertake Clearing–House Mechanism activities per their obligations as Parties to the Convention on Biological Diversity (CBD).

To request support under this modality, countries will submit a proposal to the GEF Secretariat (using this template) that includes a detailed description of the activities that will be carried out as well as their expected cost. 

The Expected Outputs:

  1. The National Biodiversity Strategy and Action Plan (NBSAP)
  2. The biodiversity and biosafety report.
  3. To fulfill its convention obligation, the recipient country should submit the completed reports to the CBD, with a copy sent to the GEF Secretariat (GEF-DA-BD@thegef.org).

NB: In this exercise, countries are encouraged to follow principles of transparency and inclusiveness of national stakeholders, including civil society. Applications must be submitted to GEF Secretariat via email (GEF-DA-BD@thegef.org) by the GEF Operational Focal Point.


Direct Access for Land Degradation Enabling Activities

In GEF-5, all eligible parties will have access to GEF resources, up to US$150,000 to finance activities related to alignment of National Action Programs (NAPSs) with the UNCCD 10-Year Strategy (i.e. NAP Alignment) and reporting process, as per obligations to the UNCCD.

To request support under this modality, countries will submit a proposal to the GEF Secretariat (using this template) that includes a detailed description of the activities that will be carried out as well as their expected cost. 

The Expected Outputs:

  1. Updated NAPs and national reports
  2. To fulfill its convention obligation, the recipient country should submit the completed reports to the CBD, with a copy sent to the GEF Secretariat (GEF-DA-LD@thegef.org).

Direct Access for National Communications to UNFCCC

Under GEF-5, all eligible parties will have direct access to GEF resources, up to US$500,000, to finance activities related to prepare national communication report to the United Nations Framework Convention on Climate Change (UNFCCC) as per their obligations under Articles 4.1 and 12.1 of the UNFCCC. 

To request support under this modality, countries will submit a proposal to the GEF Secretariat (using this template) that includes a detailed description of the activities that will be carried out as well as their expected cost.
