Job Opportunity: Firm for OPS6 Climate Change in the GEF Focal Area Study

The Independent Evaluation Office (IEO) of the Global Environment Facility (GEF) is requesting Expressions of Interest from firms for the OPS6 Climate Change Focal Area Study.

The GEF Climate Change (CC) focal area is one of the six focal areas supported by the GEF Trust Fund as well as the Least Developed Countries Trust Fund (LDCF) and the Special Climate Change Trust Fund (SCCF) administered by the GEF, all serving as financial mechanisms of the UN Framework Convention on Climate Change (UNFCCC). The purpose of the Climate Change Focal Area Study is to assess the relevance and comparative advantage, performance, results, and lessons learned of the GEF support to the issues of climate change mitigation (CCM) and climate change adaptation (CCA); over time the GEF has supported more than 1,000 CCM projects worth $4.2 billion, and $1.3 billion in CCA finance to reduce the vulnerability of more than 17 million people in more than 129 countries. Based on the evidence, and an analysis of the strategy, the study will provide insights and lessons for the focal area going forward.

Job Opportunity: Mid-Level Short Term Consultant for the Gender Mainstreaming Sub-study

The Independent Evaluation Office (IEO) of the Global Environment Facility (GEF) is requesting Expressions of Interest from mid-level individual consultant for the OPS6 Sub-study on Gender Mainstreaming in the GEF.

The OPS6 Sub-study on Gender Mainstreaming in the GEF will assesses the extent to which the Policy on Gender Mainstreaming has been implemented and its alignment with international best practices, and review trends in gender mainstreaming in the GEF since OPS5. A random sample of post-GEAP GEF-6 projects will be reviewed against the OPS5 post-Policy, pre-GEAP baseline. A reviewing of the baseline might be needed, given changes in the way gender mainstreaming is currently being measured. The findings and conclusions of the sub-study will inform OPS6.

Job Opportunity: Mid-Level Short Term Consultant for the SCCF Evaluation

The Independent Evaluation Office (IEO) of the Global Environment Facility is requesting Expressions of Interest from mid-level individual consultants for the Program Evaluation of the Special Climate Change Fund (SCCF).

The IEO is conducting the Program Evaluation of the SCCF. The evaluation is an update of the Evaluation of the Special Climate Change Fund (2011) which covered 35 projects, including two multi-trust fund projects. The number of projects has increased considerably since then, though the portfolio is still young. The update will provide evaluative evidence on the progress towards SCCF objectives as well as the major achievements and lessons learned from the operations of the SCCF in financing and promoting its broad mandate covering adaptation to climate change impacts and mitigation of greenhouse gas emissions, accessible to all developing countries that are parties under the UNFCCC.

The evaluation will follow-up on the conclusions and recommendations of the 2011 SCCF evaluation and will provide inputs to the ongoing process of reshaping the architecture of climate finance.
