DescriptionThis project removes key market, policy, technical and financial barriers to renewable energy. Components include: a) strengthening the capacity of government agencies to enact and implement sound renewable energy policies; b) providing information for targeted audiences to build an renewable energy market; c) creating a "one-stop-shop" market service center for preparing and promoting renewable energy projects; d) increasing coordination among organizations concerned with renewable energy; e) assisting the market penetration of renewable energy in remote, off-grid communities by providing incentives for innovative market delivery and financing mechanisms; f) improving the quality of renewable energy technologies and systems through assistance with standard setting. The project complements ongoing and planned renewable energy and rural electrification sponsored by the government.
Implementation StatusThe Project sponsored the RE Bill Consultation Meeting on July 4, 2007. The matrix of provisions of SB 2562 (13th Congress) and HB 523 (14th Congress) was prepared. The MSC continued to render advisory/business matching services to various companies as part of its business plan simulation activity while waiting for the REIAC and PSC joint meeting. REMD conducted the initial wind resource assessment in Barangay Halayhayin, Pililla, Rizal on July 6, 2007.Two (2) sets of the Wind Meteorological Mast (WMM) Towers and measuring devices kit for the wind resource assessment was procured. The CBRED website continued its 24/7 operation since July 2007. Training on the User’s Manual and Administration Guide of the REDIES was conducted. The 2nd Green Energy Awards advertisement calling for submission of entries to the Awards Program was posted in the two newspaper dailies. Green-E Ad posters, Flyers and Awards Nomination Forms were disseminated to more than 100 institutions, private companies, project developers/end-users, and organizations. The Program and Fund Managers continued the implementation of the three (3) Project funds. The RE ToT Program was conducted at the DAP Conference Center, Tagaytay City, as part of the training programme. As part of UNDP HACT process, the project was subjected to “spot check” conducted by UNDP-CO.
