DescriptionThe project will protect biological diversity through the designation, establishment and management of priority protected areas, the protection of associated wildlife, and the planning and implementation of community participatory programs in and around protected areas. Components include the establishment and management of at least four protected areas (NBCAs), technical assistance and conservation training with particular emphasis on the recruitment of NGOs for community mobilization, environmental monitoring and evaluation, and the design of a conservation trust fund for long-term financing.
Implementation StatusThis project closed in late 2000. Management facilities were improved at the four participating National Biodiversity Conservation Areas and biodiversity surveys completed at three. Surrounding villages prepared forest management plans and formed forest management organizations to oversee their implementation. However, the government did not issue management regulations for the NBCAs, timber revenues were not shared equitably with villagers, and illegal logging and mining occurred in some of the conservation areas. So, while the project successfully developed a replicable village-based sustainable forest management model, it failed to implement viable integrated conservation and development.
