The second programming tranche of the Global Biodiversity Framework Fund (GBFF) will open on August 11, 2025, and make $161.8 million of additional resources available in a series of consecutive calls for proposals.
Established in response to decisions from the Convention on Biological Diversity COP15, the GBFF scales up financing for the implementation of the Kunming-Montreal Global Biodiversity Framework. The fund was ratified by 186 countries and launched at the Seventh GEF Assembly in Vancouver, Canada in August 2023.
A total of $201.6 million was programmed in the first tranche, which opened on February 9, 2024. Under this tranche, 40 projects in 41 countries will benefit from GBFF support.
The maximum total dollar value of new funding request(s) each country can submit during the second programming tranche is available here. These maximums were calculated according to the GBFF Policy on Allocation of Resources and reflect GBFF capitalization, agreed country-specific ceilings, and resources programmed in the first tranche.
Resources will be allocated in a country-driven manner through consecutive selection rounds open to all eligible countries.
The first selection round of the second tranche will open on August 11, 2025, and close on September 12, 2025. This round is focused on projects from Small Island Developing States (SIDS), Least Developed Countries (LDCs), and international financial institutions (IFIs). SIDS and LDCs are invited to submit Project Preparation Grant (PPG) requests through any agency of their choice. Eligible countries that are neither SIDS nor LDCs are invited to submit PPG requests only through IFIs in this first round. Submissions from other agencies will not be considered in this first round for countries unless they are on behalf of SIDS or LDCs. It is anticipated that decisions for this first round will be communicated by November 14, 2025.
The second round will open on October 27, 2025 and close on December 12, 2025. All agencies and countries are eligible to apply during this round.
Information on the procedures for selection rounds is available available here.
Programming for the GBFF is guided by the portfolio-level targets set by the GBFF Council, including a minimum 25% of financing allocated though IFIs, and a focus on projects from LDCs and SIDS. Full information on the programming directions for the GBFF can be found here.
