National Capacity Self-Assessment (NCSA) for Global Environment Management
Project Summary
27.The main objective of the NCSA project is to determine the priority needs, and a plan of action, for developing Honduras’ capacity to meet its commitments to global environmental management. As general objectives of the process are the following: 1) bring together the various national agencies, institutions and organizations whose activities have important direct or indirect impacts on the environment, and 2) identify and assess information gaps, 2) identify synergies, and 3) visualize a coordinated approach for strengthening overall capacity. By making use of existing mechanisms for consultation and co-operation, and by carrying out the necessary scoping, analysis and planning in an integrated fashion, the country will make significant progress in enhancing its capacity for local and global environmental management. Finally the Project based on consultations with civil society and the donor community, will be implemented in a participatory manner and in partnership with domestic and international stakeholders. Institutional structures created as part of the project will play a key role during the preparation, and will track progress during the implementation.
