National Capacity Self-Assessment (NCSA) for Global Environment Management
Project Summary
The objective of the NCSA process is to provide an opportunity for the national stakeholders in Syrian to articulate a thorough and participatory self-assessment and analysis of national capacity building needs, priorities and constraints for global environmental management. The NCSA will facilitate a cross-sectoral consultative process building on stocktaking of capacity building assessments, sequencing and prioritization of capacity building activities, especially for identifying bottlenecks that impede the country from fully meeting its obligations/objectives set forth under the Rio conventions and related international instruments. Specific outcomes to be accomplished through the NCSA process will include identification of priority needs for action within and across the GEF thematic areas of biodiversity, climate change, and land degradation, catalyzing targeted and co-ordinated actions as well as requests for future funding to protect the global environment within the broader perspective of sustainable development. The sustainable institutional system that will be created within the framework of the initial NCSA will ensure continuity of capacity building assessment in a comprehensive and systematic manner.
