To build the capacity of the Russian Federation to implement the Stockholm Convention through the development of its first National Implementation Plan; and the provision of assistance to Russia's ratification of the Convention.Ultimately, to protect human health and the environment by reducing and, wherever possible, eliminating releases of POPs
