To strengthen developing countries' capacity to implement the ETF by enhancing access to and use of global and regional climate transparency knowledge, tools, and networks; building inclusive and gender-responsive capacity to apply this knowledge; and improving the quality, consistency, and usability of climate reports and transparency frameworks.
