Global program on climate-resilient renewable energy systems in SIDS – national project in Saint Lucia

Saint Lucia’s tourism MSMEs—the backbone of its economy—face escalating vulnerability to climate change impacts such as extreme storms, sea-level rise, and chronic heat stress. These risks are compounded by high electricity costs (USD 0.28–0.33/kWh) and dependence on imported fossil fuels, which constrain MSMEs’ ability to invest in resilience. Addressing these adaptation challenges is the core priority of the SCCF-funded Climate-Resilient and Energy-Adaptive Tourism Ecosystem (CREATE) project.


The overall project objective is to strengthen the adaptive capacity of Saint Lucia’s tourism sector to the immediate and long-term impacts of climate change by enabling MSMEs to both adopt and supply climate-resilient renewable energy and energy efficiency (RE&EE) and resource efficient solutions. Transformation is achieved through integrated interventions:


(1) enabling policies, regulations, and incentives for climate-resilient RE&EE adoption;
(2) technical and financial support for MSMEs and cleantech innovators;
(3) improved quality infrastructure, standards, and skills development; and
(4) regional knowledge exchange through GN-SEC platforms.
