The primary objective of the National Capacity Self-Assessment (NCSA) process is to identify capacity constraints and determine actions to remove the constraints to address global environmental management requirements, in a country-driven manner. This assessment will concentrate on the three thematic areas of desertification/ land degradation, biodiversity and climate change, and will place particular emphasis on identifying cross-cutting issues and synergies. The NCSA process also aims to create a sustainable institutional system and process for continuous assessment and improvement of national capacities for sustainable environmental management.
