Alla Ljungman

Alla Ljungman is an Environmental Specialist with over 20 years of international experience spanning environmental and social risk management, climate change mitigation, renewable energy, and sustainable development.

At the Global Environment Facility, in the land degradation focal area (LDFA) team, Alla focuses on preventing land degradation and advancing ecosystem restoration through sustainable land and natural resource management. She manages LDFA and multi-focal area projects across Eastern Europe, Central Asia, the Middle East, and North Africa, and enabling activities that help countries meet their national reporting obligations under the UNCCD. She also co-leads the GEF-9 Drylands and Drought Integrated Program.

Alla has a strong track record in the renewable energy sector, having supported more than 20 investment projects in solar, wind, and geothermal energy across Africa, Asia, and Eastern Europe. She brings extensive expertise in environmental and social impact assessment, including the development of ESIAs, ESMPs, and environmental and social compliance frameworks for high-risk projects. Throughout her career, she has emphasized meaningful community engagement, stakeholder consultation, and effective environmental and social risk management.

In climate and blended finance, Alla has supported the structuring of renewable energy projects with the GEF, GCF, and CIFs financing. Her experience spans the World Bank Group, IFC, MIGA, the European Commission, the private sector, and research, providing a broad perspective on environmental protection, sustainable natural resource management, and public, multilateral, and private-sector investment.

Alla holds an MSc in environmental economics and policy, environmental technology from Imperial College London and a master’s degree in ecology and environmental protection from Dnipropetrovsk National University.
