Emanuella Fernandes Dougherty
Emanuella (Manu) Fernandes Dougherty is the Senior Learning Officer at the Global Environment Facility, where she leads the design and implementation of strategic learning initiatives within the Integration and Knowledge Management Division. With over 15 years of experience across multilateral institutions, she has a proven track record in developing impactful knowledge and learning programs in the environment and development sectors. Manu’s work is grounded in a commitment to making knowledge accessible, actionable, and empowering. At the GEF, she focuses on embedding learning into programming, scaling knowledge products across Integrated Programs, and strengthening capacity through communities of practice, clinics, workshops, and digital learning products.
Before joining the GEF Secretariat, Manu led knowledge management and learning for the PROGREEN Global Partnership at the World Bank, where she developed integrated land-use online courses recognized by the World Bank Academy and facilitated multi-stakeholder engagement through curated dialogues and flagship events. She also supported knowledge and communications efforts for the West Africa Coastal Areas (WACA) program and the Mozambique environmental portfolio. Previously, at the International Monetary Fund (IMF), she led outreach and digital learning strategies for the Online Learning Program, including the launch of the IMF Summer Academy, content for the institution’s first microlearning channel, and immersive learning products for global audiences.
A Brazilian national, she holds a master’s degree in Latin American studies (international affairs) from Georgetown University and a BA in social communications and journalism. Her work bridges learning, innovation, and strategic communication, with a mission to transform how knowledge drives impact in a rapidly evolving world.
