The overall objectives of the action plan are to complement relevant African processes, including the work programme of the revitalized AMCEN, with a view of improving environmental conditions in Africa in order to contribute to the achievement of economic growth and poverty eradication. It will also build Africa’s capacity to implement regional and international environmental agreements and to effectively address the African environmental challenges in the overall context of the implementation of NEPAD. The specific objectives of this project are to: (a) Consolidate from existing national environmental action plans and follow-up activities partly undertaken with GEF assistance; (b) Prepare a detailed analysis of the root causes of the environmental challenges facing Africa in natural resources management especially on issues identified in Chapter 8 of NEPAD; (c) Provide an overview of on-going activities of relavance to Chapter 8 of NEPAD; (d) Identify possible gaps; (e) Prepare project proposals based on the criteria agreed upon in paragraph 87 of the Framewok of an Action Plan endorsed by the 9th meeting of AMCEN. (f) Design a monitoring and evalutation mechanism; (g) Identify implementation mechanisms.
