The project will assist the government with developing a policy framework and financing vehicles for renewable energy, including policy development, resource assessment, a national RE fund, regional energy centers, training for policy development, TA for entrepreneurs, TA for local planning and permitting, and small hydro, wind, and biomass demonstration projects. Initial financing design suggests three possible mechanisms for GEF support: contingent grants for pre-feasibility studies, equity investments for RE projects as part of a national RE fund, and performance grants. GEF $4 million; project cost $14.8, including IBRD, commercial banks, and utilities.
