The overall objective of the proposed Global Project is to develop a Programme and an initial Project, which will demonstrate the viability of available non-combustion technologies for use in the destruction of obsolete Persistent Organic Pollutants (POPs) stockpiles. The Program, of which this full Project submission is the initial request, will successfully use such technologies to destroy significant obsolete POPs stockpiles in countries with developing economies and economies in transition, and it will thereby help remove barriers to the further adoption and effective implementation of available non-combustion technologies and meet the Stockholm Convention requirement to ensure the use of Best Available Techniques (BAT) and ensure Best Environmental Practices (BEP).
