Capacity development issues related to the implementation of the three conventions in Zambia, and to environmental management in general, were summarised recently during meetings with stakeholders conducted during the planning this National Capacity Self-Assessment (NCSA) project. Zambia will now build on this analysis in carrying out a full scale NCSA in a transparent and participatory manner. The NCSA will involve a thorough assessment and analysis of Zambia’s capacity constraints and needs in relation its commitments under the Rio Conventions and related international instruments.
