The overall goal of the NCSA for Panama is to support the National Environment Authority (ANAM) in the identification of gaps and high-priority national needs for environmental matters. The aim of the NCSA is to build capacity at the individual, institutional and systemic levels, creating impact at the local, regional and national level, and to support in a substantive way the implementation of the 3 global conventions UNFCCC, UNCCD and the UNCBD. In specific terms the objective of the NCSA is to strengthen support mechanisms: (i) for the identification of gaps and systems monitoring to ensure that they are covered, (ii) to prevent and avoid duplication of efforts, (iii) in the identification of synergies amongst the 3 conventions, and (iv) to promote participatory processes and the generation of linked and harmonized consensus among the thematic areas covered in each of the 3 conventions.
