The overall goal of this project is to assist Viet Nam to have a workable and transparent national biosafety framework by 2010, to fulfill its obligations as a Party to the Cartagena Protocol on biosafety, and to comply with the country’s Agenda 21, the government strategy on development of biotechnology (Resolution 18/CP), and the National Action Plan for biosafety (NAPB). Specific Objectives: A. To assist Viet Nam to integrate and incorporate safe use of biotechnology into national sectoral action plans and strategies in conformity with the national Agenda 21. B. To strengthen the legal and regulatory framework on biosafety so that it is consistent with the Cartagena Protocol, workable and responsive to national needs and priorities. C. To set in place a workable system for handling requests, carrying out risk assessment, and decision making for GMOs. D. To set in place a workable and effective national system for monitoring and enforcement E. To establish a workable and effective national system for public awareness, education and participation in decision-making for GMOs.
