Madagascar Ratified the Stockholm Convention on August 2005 and endorsed its NIP in 2008, The NIP was developed by the Ministry of Environment and Forest with support of UNEP.

In May 2009, the Conference of Parties (COP) decided to amend the Stockholm Convention by listing the following nine additional chemicals as new POPs in Annex A (Alpha hexachlorocyclohexane, Beta hexachlorocyclohexane, Chlordecone, Hexabromobiphenyl, Hexabromodiphenyl ether and heptabromodiphenyl ether, Lindane, Tetrabromodiphenyl ether and pentabromodiphenyl ether, Pentachlorobenzene), Annex B (Perfuorooctane sulfonic acid, its salts and perfluorooctane sulfonyl fluoride) and Annex C (Pentachlorobenzene) under the SC. These amendments to the Convention entered into force on 26 August 2010 for most Parties. Each Party has to adhere to the obligations under the Convention to initiate the review and update of its initial NIP within two years adding the nine new POPs in Annex A, B, or C of the Convention to address the elimination or restriction of these nine new POPs (Article 7). Following the decision of the Fifth Meeting of the Conference of the parties of SC in 2011 the additional chemical Endosulfan will be included in Annex A as the 22nd chemical on the list of POPs

The project aims to review and update the National Implementation Plan (NIP) of Madagascar in order to meet the obligations of the Stockholm Convention on Persistent Organic Pollutants (POPs). The reviewed and updated NIP focusing on the ten persistent organic pollutants (POPs) newly added to the Convention will include : national new POPs inventories ,national assessments of capacities, legal and institutional frameworks dealing with the new POPs, and action plans for eliminating or restricting new POPs production, use, release and disposal.
