This project constitutes the first GEF partnership with the Japan Overseas Cooperation Fund, which has been recently integrated into the Japan Bank for International Cooperation. It aims to assist local commercial partners in their efforts to reduce annual GHG emissions in the order of up to 4 million tons of carbon equivalent annually over the medium term by accelerating the growth of biomass co-generation and power generation technologies to replace current fossil fuel consumption in Thailand. The objective of the project is to a) build capacity to provide information and services to potential biomass power project investors; b) improve the regulatory framework to provide financial incentives to biomass co-generation and power projects; c) create easy access to commercial financing for biomass co-generation and power projects; and d) facilitate the implementation of two initial biomass power pilot plants through support for commercial guarantees which will reduce technical risks associated with the deployment of this new technology in Thailand.
