The Baseline for this project is the on-going PACV (Village Communities Support Program), which is co-financed by the World Bank (i.e., IDA), the International Fund for Agricultural Development (IFAD), the African Development Fund (ADF), the Agence Française de Développement (AFD) and the Guinean Government. Its main objective is to help reduce rural poverty through capacity-building at the level of the Rural Development Communities (CRD). This project is to be implemented over a period of 12 years, in three phases of four years each. All 303 CRDs are to be affected by the program’s end. The program’s first phase of implementation, spanning the four years from 1999 through 2003, involves 100 CRDs. GEF involvement is planned to start with the second phase of the project. With GEF involvement, the proposed alternative will work to mitigate the root causes and negative impacts of land degradation in Guinea, promoting sustainable land use practices to preserve ecological systems. To achieve this goal, GEF support will strengthen the Village Communities Support Program (PACV) and other relevant programs at work or under development in the country.
