To assist Madagascar to put in place a functional and transparent national biosafety framework, in accordance with national development priorities, and to fulfill its obligations as a Party to the Cartagena Protocol, and other related international instruments.

Specific objectives are to:
1: Assist Madagascar to integrate and incorporate biosafety issues in national programmes and/or strategies on sustainable development.
2: Assist Madagascar to establish and consolidate a fully functional and responsive regulatory regime, in line with the Cartagena Protocol on Biosafety (CPB) and national needs and priorities.
3: Assist Madagascar to establish and consolidate an operational and transparent national system related to administration of requests, including risk assessment and decision-making in the management of biosafety.
4: Assist Madagascar to establish and consolidate a coordinated and collaborative monitoring and enforcement system.
5: Assist Madagascar to establish and consolidate a functional national system for public awareness, education, participation, and access to information
