Funding Adaptation Action in Least Developed Countries with Support from the LDCF
The GEF’s adaptation support for Least Developed Countries (LDCs) is delivered through the Least Developed Countries Fund (LDCF). The LDCF is the only multilateral fund that focuses exclusively on the unique climate adaptation challenges of LDCs and is embraced by LDCs as their own. The fund has a strong track record of supporting LDCs to address adaptation priorities over more than two decades. It delivers targeted support to the world’s most vulnerable countries, and their people and ecosystems.
SCCF: Serving the Adaptation Needs of SIDS and Enhancing Technology Transfer, Private Sector Engagement, and Innovation
The Special Climate Change Fund (SCCF), established by the United Nations Framework Convention on Climate Change (UNFCCC) in 2001, is managed by the Global Environment Facility.
Extensive consultations with stakeholders guided development of a new strategy for 2022-2026. The strategy builds on existing strengths, while filling two major gaps in the adaptation finance landscape. Its two funding windows focus on supporting the adaptation needs of Small Island Developing States (window A) and strengthening technology transfer, innovation and private sector engagement (window B).
The GEF in Africa
Since its inception in 1991, the Global Environment Facility has steadfastly supported African countries as they seek effective and innovative approaches to a nature-positive economy. The GEF has helped implement more than 1,800 projects in Africa, with a total investment of $6.2 billion. These investments have leveraged over $40 billion from other stakeholders, including governments, bilateral and multilateral partners, the private sector, and civil society organizations.
The GEF and Climate Change: Catalyzing Transformation
The Global Environment Facility is the largest and most experienced multilateral fund dedicated to addressing climate change and threats to nature around the world. The two climate change adaptation funds it manages - the Least Developed Countries Fund (LDCF) and Special Climate Change Fund (SCCF) - are uniquely focused on helping vulnerable countries prepare for and cope with the impacts of a warming planet.
Climate Change Adaptation
Climate change poses a growing threat to all human and natural systems on our planet. International efforts are intensifying to prepare for rising seas, higher temperatures, worsening droughts, frequent floods, and other impacts that can affect water resources, crop yields, and the health of people and ecosystems. Adaptation measures are urgently needed in vulnerable developing countries to safeguard development gains and support resilient growth.
UNFCCC Guidance from the COPs and Responses by the GEF: COP1 - COP27
The GEF continually incorporates guidance from the United Nations Framework Convention on Climate Change (UNFCCC) Conference of Parties into its programs and operations, as described annually in its report to the COP. This booklet summarizes all guidance to the GEF dating from the first COP to COP27 and the corresponding GEF responses. This publication provides full documentation of the evolution of GEF activities and policies as informed by guidance from the COP.
Support for Innovation, Technology Transfer, and Private Sector Engagement from the LDCF and the SCCF
In June 2022, the LDCF/SCCF Council developed a new climate change adaptation strategy for the 2022-26 period for the Least Developed Countries Fund (LDCF) and the Special Climate Change Fund (SCCF). This strategy outlines enhanced innovation, technology transfer, and private sector engagement as a key priority for both LDCF and SCCF Programming. The GEF’s focus in this area is responsive to UNFCCC guidance.
Good Practice Brief: South-South Cooperation for Upscaling Nature-based Solutions for Climate Adaptation
This Special Climate Change Fund (SCCF) project is a flagship initiative for South-South cooperation, enabling an exchange of technology transfer, capacity-building, policy support or fundraising between countries in the Global South. The project catalyzed global and regional collaboration on Ecosystem-based Adaptation (EbA), especially sharing China’s experience and research know-how in ecological restoration and climate change adaptation.
Good Practice Brief: Innovative Governance for Participatory Design of a Green City
“Asuncion Green City of the Americas – Pathways to Sustainability” is one of the GEF investments aiming to support Asuncion’s ambition to become a green and sustainable city. Through an integrated approach, the project seeks to advance integrated land use planning of the Metropolitan Area of Asuncion (AMA), reduce greenhouse gas (GHG) emissions from transportation and waste, reduce unintentionally produced persistent organic pollutants, and improve protected area management in the AMA.
Financing Adaptation to Climate Change at the GEF
The GEF supports adaptation to climate change in developing countries through the Least Developed Countries Fund (LDCF), which supports urgent, medium, and long-term adaptation needs in least developed countries (LDCs), and the Special Climate Change Fund (SCCF), accessible by all developing countries. Established in 2001 at COP7, the two funds also support implementation of the Paris Agreement.
